State of the Union March 27, 2013

March 27, 2013 online at www.uawlocal2250.com

Reminder: Thursday, March 28 is a VR blackout day and the vacation pay qualifying day. Monday, April 1 is a VR blackout day.

The International Union UAW is asking us to wear red tomorrow to symbolize our unity against right-to-work laws that will be implemented in Michigan, beginning tomorrow. As you know, there is an effort underway in Missouri to follow in Michigan’s footsteps. If you have not yet contacted your state representatives, you can call 1-888-907-9711 and express your opposition to right-to-work.
From the Detroit Free Press: The UAW is closer than it has been in decades to organizing a foreign-based assembly plant, thanks to support from the largest auto union in Germany, which is urging workers at Volkswagen's Chattanooga, Tenn., factory that the UAW could improve their work life. IG Metall President Berthold Huber sent a letter to the VW Tennessee workers urging them to vote for UAW representation. Volkswagen's board member in charge of human resources, Horst Neumann, also told reporters in Europe this month that the automaker is in discussions with the UAW on the matter.
These developments signal that the UAW has a serious shot at winning Volkswagen's backing in its bid to convince workers to join the union. Cornell University professor Lowell Turner, who tracks labor relations, said the UAW's organizing effort in Chattanooga represents its "best shot so far" outside of the Detroit Three. "I wouldn't be surprised at all if there's a breakthrough on this in the coming weeks and months," Turner said. "Management is saying, 'If it's done in an innovative way, we're not going to fight the union.' " Volkswagen did not respond to a request for comment. There may be some differences in the way the UAW structures its presence in the Tennessee plant. Both management and IG Metall are discussing the formation of a works council at the Chattanooga plant, similar to the way IG Metall operates in Germany. Under this setup, the UAW would first have to convince Chattanooga workers to join the union, which would gain the power to negotiate labor contracts covering wages and working conditions, Turner said. If successful, the parties could establish a separate works council, with members elected by union members and management, to negotiate issues not covered in the contract. "The Germans call it a dual system of representation," Turner said. "It's missing in this country. We don't really have a parallel for it."

From the New York Times:
Nissan is recalling all the NV commercial vans it built for the last two years because of a problem with the automatic transmission shifter, according to a report from the automaker posted on the Web site of the National Highway Traffic Safety Administration. That covers almost 18,900 2012-13 vans starting with their introduction in December 2010 through Jan. 4 this year. The NVs marked a challenge from Asia in the commercial-van market. That segment had long been dominated by Ford’s E-Series and the Chevrolet Express and GMC Savana twins. The NVs are produced at Nissan’s assembly plant in Canton, Miss. Nissan told the safety agency that the gear selector plate lock clip was not installed correctly and might slip out of position. In that case the transmission may be in a gear other than the one indicated. For example, it would also be possible, Nissan said, for the driver to think the vehicle was in “Park” when it was in a gear that could allow it to roll away. Nissan said it learned of the problem in December 2012, investigated and found that other NV models waiting to be shipped to dealers had the same problem. The automaker in January made changes at the assembly plant to make sure the clips were properly installed. It also began investigating what might happen because of the faulty installation. It concluded this month that a recall was needed.

From Businessweek: Ford Motor Co. and General Motors Co.,
Gaining ground over Japanese automakers with their most stylish sedans and small cars since the 1970s, are topping Toyota Motor Corp. in customer loyalty, researcher Experian Automotive said. Of Ford vehicle owners who returned to buy another auto in the fourth quarter, 47.9 percent bought a Ford or Lincoln, Dublin-based Experian said today in a report. GM's loyalty rate was 47.7 percent, followed by Toyota at 46.9 percent. After decades of losing car buyers to Japanese automakers such as Toyota and Honda Motor Co., Ford, GM and Chrysler Group LLC are luring back customers with models such as the Fusion sedan. The Detroit automakers' share of the U.S. small and mid- size car market will grow to 33 percent next year, from 26 percent in 2009, according to researcher LMC Automotive. • Union meeting is tonight after 2nd shift and tomorrow at 7:15 am, 1 pm and 15 minutes after longest 1st shift line time.
•From the Community Services Committee: Thanks to everyone who donated bought raffle tickets or donated food to help restock area food pantries. A total of $4084 was raised. Winners of the raffle were: David Rodriguez – Blues tickets; Pat Dillon – Cardinals tickets; Tim Branch - $100 gas card.
• From the Detroit News: The Japanese government asked to join trade talks aimed at creating a massive free trade zone of at least 11 nations including the United States, Canada and Mexico — a move that could have dramatic implications for the U.S. auto industry. The American Automotive Policy Council, which represents Detroit's Big Three automakers, and some Michigan members of Congress urged the Obama administration not to let Japan join the talks. "Because Japan is the most closed auto market among developed nations and helps accomplish that through non-tariff measures, including manipulating its currency, Japan cannot be treated like other U.S. trade partners. By artificially weakening its currency, Japan enjoys a huge unfair advantage for their exports while impairing U.S. exports to Japan. That translates into lost jobs for American workers," said AAPC President Matt Blunt, a former Republican governor of Missouri. "We're for free trade, but only if all trade partners abide by agreed rules," Blunt said. "Japan's weakening of the yen by 23 percent since last October 1, 2012, has consequences beyond the U.S. economy. This is why Japan's actions have been widely criticized by independent groups and world leaders internationally, and threaten to spark a currency war. This is why allowing Japan to join the TPP at this time risks unraveling the entire negotiations and will certainly delay its completion."
•From Automotive News: General Motors will sell the current Chevrolet Impala for another year to fleet customers only, while the soon-to-be launched replacement will be geared for sale mainly to retail buyers. The fleet-only model, the 2014 Impala Limited, likely will be produced until spring 2014, Chevrolet marketing chief Chris Perry said here during a media launch of the next-gen Impala. The redesigned car will hit showrooms by mid-April, Perry said.
• Extending the life of the older Impala is a way for GM to capitalize on the popularity of the no-frills sedan among car-rental companies and fleet buyers who want an inexpensive big car with decent gas mileage. It also will allow Chevrolet to re-position the new Impala as a stylish and higher-priced offering that serves as the brand's flagship sedan. Last year, nearly 75 percent of the 169,351 Impalas that Chevy sold were to fleet buyers. For the forthcoming redesigned car, Perry said he expects retail to account for around 70 percent of sales. GM's plant in Oshawa, Ontario, makes the old and new versions. The automaker's Detroit-Hamtramck factory will also build the new Impalas, starting later this year.
•Attention: The $10,000 lump sum retirement cash payment has been extended through January 1, 2015. It had been previously set to expire Sept. 1, 2013.
•From FleetNews: General Motors has regained the lead in total fleet registrations with a 24.7 percent market share. This is the first time the automaker has topped fleet registrations since 2010. The numbers, compiled by Polk, show that total 2012 commercial fleet, government, and rental segments had 687,184 registered GM vehicles; a 3.4 percent increase over 2011. GM led all automakers by 17,977 registrations, according to Polk’s data.
The Polk data makes it clear that fleet and commercial sales is a key part of the U.S. automotive market. “This is very big business — it’s a big revenue business, it’s a big sales business, and it’s a good margin business — and it’s very important to the company. And, many of things that we do impact retail, too,” Ed Peper, GM U.S. vice president of Fleet and Commercial Sales, told Automotive Fleet.
Peper noted that many fleets are a key way both the general public and drivers become aware of GM’s products. “If fleet drivers like what they’re driving every day and it’s a GM product, they’ll buy a GM product for their own vehicle,” he said. GMC and Chevrolet van registrations were up 7 percent in 2012 and small cars were up nearly 200 percent. Commercial and government customers drove the segments’ increased sales, according to the automaker. While Peper noted that the 200 percent increase in the small car segment likely won’t be replicated next year, it does underline the trend of fleet rightsizing. “Some of the bigger fleets bought the Cruze, a ‘big’ small car. It has great fuel economy — and it makes sense for fleet and commercial applications,” he observed. In addition to the Cruze, Peper pointed to the Sonic, Spark, Captiva, and Buick Verano as other small cars that have proven themselves in commercial fleets. According to Peper, fleet is a front-of-mind priority for senior leadership. “We’re getting more support than ever before,” he said. Going forward, Peper said that the automaker is continually looking at ways to “tweak” products for commercial applications and said that GM is currently working on some new fleet-specific products. “We’re very interested in the fleet and commercial business,” Peper said. “We’re very humble. We just want to continue to serve our customers hopefully better than anybody in the marketplace and have them keep coming back again, and again, and again. That’s what we want to do.”

From Automotive News: UAW President Bob King says he is slowing the labor union's decades-long membership decline, but his goal of organizing at least one foreign-owned automaker in the South still eludes him. In an interview last week, King said the so-called Southern strategy is "still a huge priority," but he no longer characterized it in do-or-die terms, noting that the UAW is also expanding beyond the auto industry into areas such as gaming, health care and higher education. King said the percentage of union membership that is automotive is now less than half, with 4,400 agricultural workers and more than 5,000 casino workers joining in the past two and a half years. "We are organizing in new areas, and we're organizing in a broad spectrum. I think that's good for any organization. Having multiple bases is better for the long term," King told Reuters. "I'm the eternal optimist," King said, when asked if he thought the UAW would be able to organize workers at its current Southern target, Nissan Motor Co.'s Canton, Miss., plant, before he retires. "I feel really good about this thing in Mississippi."

From the Wall Street Journal: Rising fuel prices have General Motors Co. and Chrysler Group LLC taking a second look at peddling smaller pickup trucks-vehicles that the Detroit Three auto makers abandoned in the U.S. amid weak demand. "We believe there will be a growing number of pickup truck buyers in the future that will want fuel economy," GM North America president Mark Reuss said."With our new trucks, we will be saying: Here is something really fuel efficient." A return represents a risk for Detroit's auto makers, which haven't been successful in convincing buyers to downsize to smaller trucks, and which carry smaller profits. GM halted production of the Canyon and Colorado last August and had no upgrades ready due to its 2009 bankruptcy filing. Chrysler quit making the Dakota in 2011 after years of unimpressive sales. Ford Motor Co. dropped its Ranger pickup in the U.S. in 2011 and hasn't looked back. Barclays Capital estimates auto companies earn between $7,000 and $10,000 on each full-size pickup because they command higher prices in dealer showrooms, while midsize trucks bring closer to $3,000 to $4,000 a vehicle. About 264,000 midsize pickups were sold in the U.S. in 2012, compared with 1.6 million large trucks, according to researcher AutoData Corp. Toyota now accounts for about half the market and Nissan Motor Co.'s Frontier holds an about 21% share. Bob Carter, Toyota's senior vice president for automotive operations, said he anticipates anticipated demand for small pickups to grow, but how fast will depend on the direction of gas prices and other auto makers also getting into the market. Industry sales of midsize trucks could reach between 300,000 and 350,000 units in the next two years, Mr. Carter said. GM's Mr. Reuss also sees fuel prices playing a factor in a sales shift to smaller vehicles. Development of the new Canyon and the Colorado is already under way. They won't haul or tow as much cargo as the bigger Chevrolet Silverado and GMC Sierra but will offer four-cylinder engines, better fuel economy and should cost less. The company hasn't set a price range.

From PickupTrucks.com: Sure, full-size pickup truck sales are doing well and are clearly headed in the right direction, but some are saying the next big Thunderdome cage match will be in the full-size van segment. And why not? There is plenty of territory waiting to be conquered. It was no coincidence that both Ford Transit and Ram ProMaster chose the 2013 Work Truck Show in Indianapolis to make some big announcements regarding their new full-size van entrants. The Transit folks showed their never-before-seen chassis cab option (looking like an ideal candidate for a 10-foot pickup bed), as well as making the announcement that the 3.7-liter V-6 engine in the Transit will be offered in both CNG and Autogas (the latter of which is commonly called LPG or propane). And Ram just announced pricing for its full-size van competitor; it starts at $27,025 (chassis cab cutaway model). The ProMaster will come in 14 configurations and top out with the long-wheelbase high-roof extended body at $37,145. Prices include destination.(For an apples-to-apples comparison - or as close as you can get considering the major differences between the Express and the front-drive, made in Mexico ProMaster - the 136” wheelbase, low roof 1500 cargo van ProMaster starts at $29,625. That compares to an Express 135” wheelbase 1500 cargo van starting price of $26,745.) UAW/GM Communications Coordinator

From the Detroit Free Press: Ford will unveil its new Transit chassis cab at the NTEA Work Truck Show in Indianapolis, offering commercial truck customers an option they never had with the outgoing E-Series commercial van. The E-Series, which has dominated the segment with 50% of market share, will be discontinued in mid-2014. Ford has already stopped making cutaways of the light-duty E-Series, but will continue to make cutaways of the big 350 and 450s in Ohio for the rest of the decade. The U.S. commercial truck market, which bottomed out at 383,000 in 2009, rebounded to 620,000 last year and is forecast to grow as high as 667,000 this year. It is benefiting from an improving housing market and pent-up demand. The average vehicle is more than 11 years old. Many of them need to be replaced. Chassis cabs are a passenger compartment and frame that buyers turn into custom cargo delivery or utility vehicles with the addition of an aftermarket body. Cutaways leave the back of the passenger compartment open to add a specialty body to make it into a shuttle van or school bus. The chassis cab and cutaway will be offered in three wheelbases and with a choice of a 3.7-liter V6, a 3.5-liter V6 EcoBoost engine or 3.2-liter diesel.
From Automotive News: Ford's compact Ranger pickup is gone, but for many dealers it's not forgotten. "I think there's definitely a need," said Martin Gubbels, owner of Big Sky Ford-Lincoln in Torrington, Wyo., who said he has many customers who would love a pickup smaller than the F-150. Gubbels recently took a 2011 Ranger with 6,500 miles in trade and says it's worth as much now as it was when new. "There's a message right there," he says. Ford "gave up a nice little chunk of market share they were once dominant in." Doug Scott, Ford truck marketing manager, says Ford understands dealer concerns and is keeping an eye on the segment. "There is a market for what we would consider a true compact, a truck that is significantly smaller and more affordable and has significantly better fuel economy than what you find in the full-size truck category. "I would argue there aren't any true compacts in the market today," he says. "The challenge is to deliver that product with a good business case." He said Ford continues to evaluate the market. Ford introduced a global Ranger pickup in 2011, the same year the U.S. Ranger went away. The pickup was developed overseas, is built in Thailand, and is sold in 188 markets -- but not the United States. Ford has no plans to bring it to the United States and has told dealers that for now it will stick with its strategy of selling just the F-150 pickup. "The global Ranger is 90 percent of the size of an F-150," says a Ford spokesman. "It's a big truck." A 2013 F-150 XL Super Crew, powered by a 3.7-liter V-6, matches the 19 combined mpg rating of the 4.0-liter V-6 2013 Toyota Tacoma small pickup, according to Edmunds.com. But the 2013 four-cylinder Tacoma gets 19 mpg city and 24 mpg highway. Ford dealers are interested in the global Ranger's diesel engine lineup, which includes a 3.2-liter five-cylinder and a 2.4-liter four-cylinder. The 3.2-liter, used in the Transit commercial van to be sold in North America, is on some dealers' wish list for the F-150. In 2012, compact pickup sales totaled 264,197 units, down from 1.2 million in 1994, when Ford led the segment with 344,744 Ranger sales. With the departure of Ford and Dodge in 2011, Toyota and General Motors were left as the last major players offering small pickups. The Tacoma's already dominant share of the segment shot up from 38 percent in 2011 to 54 percent in 2012. GM stopped building the compact Chevrolet Colorado and GMC Canyon last August, and a redesigned compact pickup is expected next year. Tom Libby, automotive forecast analyst for Polk, says there's every chance the segment could rebound, leading Ford to jump in again. "The entire industry is moving down in terms of size. The segments that are losing share have been the segments that have big vehicles: large SUVs and full-size luxury cars, for example," he says. "If that trend continues, and it will because of CAFE, that segment could level off and begin to gain." Tom Brune

GM February van sales were down year-over-year. Here is how the rest of the segment shook out:
  2013 2012 Change Share
Ford 8336 10,100 -17.5% 48.4%
GM 6390 7,383 -13.4% 37.1%

Nissan NV 1252 807 +55.1% 7.3%
Ford Transit connect 3610 2,305 +56.6% -----

While sales were down, field supplies were also generally down. Overall, our field supplies stood at 55 days, down from 73 last month. Total units in supply actually increased slightly (63 vans), but the higher daily sales rate more than offset that. Chevy cargo vans dropped to 57 days from 83 and Chevy passenger vans fell to 17 days supply. Cutaway supplies were basically flat.
The UAW hopes to steal some of Nissan Motor Co.'s limelight at the Geneva auto show Wednesday by holding a press conference there to accuse Nissan of mistreating its nonunion U.S. factory workers. Here is the press release issued by the UAW (on the back):

Nissan workers and the civil rights leaders travel to Geneva Motor Show Workers and Mississippi community leaders reveal how Nissan treats its employees Workers from the Nissan plant in Canton, Mississippi in the United States will join members of the Mississippi Alliance for Fairness at Nissan (MAFFAN), an organization representing clergy, elected officials, civil rights activists and students, in Geneva on March 6 to reveal how Nissan treats its employees. The group will detail how Nissan is ignoring international labor standards, including freedom of association and the right to engage in collective bargaining by denying workers in its Mississippi plant a fair union election and using a campaign of fear to discourage employees from considering a union.
“Nissan lets us know, they don’t want a union in Mississippi,” said Mississippi Nissan worker Michael Carter. “They try to scare you about unions. They imply the plant will close if we support a union. We need a fair process so that workers can make up their own minds. Nissan recognizes unions in its plants around the world. Why not in Mississippi?” added Carter.
Nissan has run a fear campaign to prevent workers from organizing a union, which has included:
• Holding anti-union meetings and roundtable discussions to create an atmosphere of fear;
• Showing plant-wide, anti-union videos on TV monitors during the workday;
• Implying to workers that unionization results in plant closure or lay-offs.
Nissan workers in the U.S. cannot rely on weak U.S. labor laws to adequately protect their fundamental right to organize. Nissan workers are asking the company to abide by principles for a fair election, including:
• Prohibiting the union or employer from disparaging the other side;
• Providing equal time and access to union supporters to speak with workers when the employer holds a meeting against the union on company time;
• Prohibiting the use of coercion, threats and intimidation to prevent workers from exercising their right to join or refraining from joining the UAW.

“Nissan and its Alliance partner Renault, recognize and bargain collectively with unions at their operations in Japan, South Africa, Russia, Spain, the United Kingdom, Mexico and Australia,” said Reverend Melvin Chapman, pastor of the Sand Hill Missionary Baptist Church and member of the Mississippi Alliance for Fairness at Nissan. “This is the civil rights fight of our time – the right to have a free and fair election process, one without fear. We are bringing Mississippi to Geneva to let Nissan know that what is happening in Mississippi is unacceptable,” Chapman added. MAFFAN was founded after Congressman Bennie Thompson, who represents Canton, Mississippi in the U.S. House of Representatives, called on Mississippi leaders to form a committee to stand up for Nissan workers. MAFFAN members will be in Geneva to ask everyone to look further, beneath the shine, to understand the issues in Mississippi.
